Dominion was used in two different but related ways. It was an area, often corresponding to a city and its environs, that was under protection of an angel. The angel was said to be in Dominion or hold Dominion, and sometime it was used as a title in and of itself.
Angels that held Dominion were similar to guardian angels, but served their area and all who live there rather than individual souls. They were to “battle and banish the darkness” from their land, and were amongst the most powerful angels active in the mundane world.[1][2] Angels in Dominion had greater freedom to act against supernatural evils within their Dominion than guardian angels, though they were still expected to work within the great balance.[3]
Angels in Dominion also led the guardian angels who were active within their area in various ways. It could be through policies, direct management, or by leading by example.[4][5][6] Generally, the angel in Dominion set constraints on how active the individual guardian angels could be.[7]
It is unclear how large the geographical area that fell within a single Dominion was, or if population in some way was the limit. The Dominion of Seattle covered far beyond the city limits, but how far is an open question.[8] Rachel acted as Dominion in the meeting hosted by the Native circle and the following Battle of the Casino, held north of Everett.[9][10] The next known Dominion was Vancouver, but it is unclear exactly where the border were, or how far away the seats of other neighboring Dominions were. As for population, large parts of the Los Angeles area was apparently covered by a single Dominion, which likely means no practical upper limit.[11]
It seems every Dominion was advised by a council that also had the authority to rescind their status.[1][12] The composition and regularity of this council is unknown, but it is probable that it was a smaller group which met regularly.[4][13]
